  I have a 76 Honda 360T that I would like some help rebuilding. Last time I ran it over a year ago it lacked power to get up a steep driveway, took forever to warm up, and fouled the plugs very rapidly. 

I’m getting 120 psi compression on the left, and 200 psi on the right side, both after a couple of squirts of oil in the plug hole, both repeatedly consistent.  Any thoughts?  I have fixed up the outside of the bike quite a bit, but I haven't done any serious engine work yet, other than set the timing and gap.  I checked out the carbs, they are clean and all orifices open.

you need to make sure you don't have a tight valve before you do a compression test.

So I need to pull the head off?  Can that be done with the the engine still on the chassis, and just the gas tank off?  Then if I want to put new rings on can I just do that by pulling the cylinder off, upwards, without getting into the bottom end?

sorry it's taken so long to get a reply, you may well have found its easy to get top end off without removing engine from frame.
 You want to check cam bearings carefully
 also check carb sync, you can check butterflies open at same time while you have them on bench

Your delay in response was fine, since I haven't done anything except clean the plugs, drive it again, have the plugs foul in about 2 miles.  Initially it ran great for about half a mile, everything was good great power.  Then it wouldn't cruise, stammered sputtered, then it wouldn't accelerate anymore, then it wouldn't run.   I pull the plugs and they are solid soot black, in two miles from sandblasted to soot black.  So it has been parked in my garage for the last 2 weeks while I have been busy with other stuff.  It has to be the rings, although I didn't notice any smoke in the exhaust.  So I will schedule tearing down the engine mid May.  My biggest fear, having never done this type of engine before, is that I get the cam chain timing off a chain link or two.
